I cast a horary on a municipal matter. A local resident decided to advance a project to the city council for a vote, concerning the redevelopment of an area of my neighbourhood, inclduing new green spaces. I decided to chec whether the proposal had any chance of passing in the municipal assembly.

This is a weak position for someone seeking approval. In addition, the 4th house, in horary, describes the end of the matter and the final verdict, which placed the significator of the proposal directly in the place of the outcome.

However, Virgo is the fall of Venus, so the Moon (the voters) are in aversion or rejection towards the proposal. This factor alone was enogh to anticipate a negative result.

A few days later, the proposal was indeed rejected by a majority.
