Based on my experience, this is one of the keys for sound judgements in horary astrology. Not long ago, a querent asked me: will I move soon?

If we only analyze this in a typical dynamic between Lord 1 (the querent’s current home) and Lord 7 (the querent’s future residence), there is a clear application between L1 Saturn and L7 Moon. It’s a trine even, with no impediments coming from anywhere.
However, look at the condition of L1. Saturn is terrible essential state in Aries, being in its fall. Not only Saturn is the great malefic, he is in dire conditions. So the querent probably does not have the means to move at all, to begin with!
After asking the querent a few more questions, I came to realize that his question was actually can I move soon? And there’s an ocean of difference between if we swap will for can. The querent is actually asking about his own state of affairs, hence L1 alone, and not L7.
And Saturn here is still very much in the beginning of Aries. It’s not at the end of the sign where we could antecipate a change. It sits unhappily in the second house, so there are money issues blocking this attempt. It is disposed by Mars in Aries, which is Lord 3 and 10, and Mars hates Saturn with contempt whilst in Aries. So, his job/boss/career (tenth house) and his vicinities/neighbours (third house) all dislike the querent with fierce intensity and are also contributing to his hands being tied.
Not even the Moon seems helpful, having just entered Sagittarius. Even if her dignities improved from fall to peregrine, it’s not enough to see her as salvific.
Another interesting case where we ought to look at the real question at hands.
